Probably not. I think you may need fire cement. I assume you are talking about an asbestos/asbestos cement flue.

No just round a new combi boiler flue pipe, just need to fill the small gap around it.

I'm not a gas fitter but I think your suppose to leave a small gap around flue but it should be covered by a rubber covershield
Needs to be filled with fire cement or fire rated high ex foam it's to prevent fumes re entering the house needs to be fire retardant due to the heat that could be generated

If there was that much heat generated, then surely the vent wouldn't be made of plastic.
Cheaper than the dentist fillings, l once worked with a joiner who having mouth filling came loose filled the hole with window putty until he got home to see a dentist.
What I was told on a recent boiler inspection after mine supposedly "failed" for the same reason
