I bought an iPad from GearBest and didn’t pay any fees.
Depends from luck.

Now I not pay any custom, after tablets, phones etc.

If you pick not couriers is more likely avoid.
Bought one in April when first released, minor problem sorted out with update. Using it now very good on WiFi & 4g.

And there is no import duty on electronic equipment. Just vat.

The majority of these Chuwi Tablet's have been dual-boot Window's-Android Device's, pretty much from Day 1?.

Though not all Chuwi Tablet's have all been 'built' that way, the majority of them predominantly have been over the last x-Years at least ...

There have been some 'Windows only' version of these Chuwi Tablet's, which if anything I'd then say they'd have happily justified a 'price-hike' between their former, eg. Window's 8.1 Tablet's, and their now current Window's 10 Tablet's instead? - neither version's of Window's is free, true (it not being'Open Source's and all), but the arguably superior Window's 10 is technically not free, so by rights, you could successfully argue either way that it should cost more, etc?.

But for one version of Android to another on the other hand ...

Since Day 1, Google pushed it out there for free! (from version 1 of Android, going).

So where's the additional 'technical costs' incurred there then? (via the wholly free Android OS?).

I personally don't see it ... (as it's arguably allllll the exact same freebie thing?).

Feel free to enlighten.

Join the Android development program and download the SDK. Then contact Mediatek for the chipset driver update for Android 8.
Then you can compile your own version of Android 8 for your tablet without any 'technical costs'.
