Decent deal!! Would not expect Tiagra at that price. Normally you only get Claris. Heat!!
Claude Butler is just a name these days. The name is just applied to bikes sold under other names as well. Bought one a few years ago it was rubbish.
Retail price was a bit crazy, but at £275 you shouldn't have any complaints. The frame is probably nothing special but it won't be any worse than the Triban 500.
Where have they been storing these? 3-4 years old, barmy stock control

You can make adjustments to saddle height and position (fore/aft) if necessary you can add a longer or shorter stem and adjust bar angle to give optimum position. Each bike frame is different so difficult to be categorical about which frame size fits which body but 1cm should be negotiable. General rule is that it's easier to make a small bike bigger than a big bike smaller.
