why cold?

80 plus white isn't doing it any favours, also 700W output? Meaning it's putting out 150W of heat at that load? I really doubt the heatsinks are big enough to sustain that.

Well, if it is exactly 80% efficient, that would 175W actually (700/0.80).
Can't find a review of this model in the usual PSU review database:

But this seems to be the one they have down as 'RS-700-ACAB-B1 (ver. 2)'. So that's CWT.
Closest one I can see reviewed is the 600W one from this Dutch site:

They got 82.5% at full load and had a few minuses at the end especially for the capacitors.
Even at £43 for 700W, I would rather buy a better quality 550-600W supply.

The 80 Plus standards aren't actually certifications of 80% efficiency, well, they are in certain territories, here's a link:

80 Plus white on 230V EU guarantees at least 82% efficiency at 100% load for example. I was using 82% then fudging it a bit.
