Does that mean I get half a fan?

Negative. No fan can ever be quiet. After some time all are noisy. Just buy fanless now.

There is no such thing as fanless...

You must be mad. Just type fanless in Google or ebay. In computers there are so many fanless power supplies and heat sinks. Fan is both a point of collecting dust and noise source . After some time the best fan breaks down.

Fanless power supplies are fine for low power PCs, the PCs also have fans somewhere else in the case separately circulating air and fanless heat sinks work because the case has fans to circulate the air.

The only fanless PCs are designed for low end tasks or business needs such as tills. Even then they are open to the air, so they still gather dust. Pretty much a completely different market and level. No one is buying these for use in those kind of PCs.

Fans do get dusty, that is why you should clean the inside of ur PC once in a while and they do break down or wear out, then you replace then with with deal ;p.
