Hmmm, I know I'm only in Sixth Form but I wouldn't spend that much on a ballpoint. The best pen I have ever used was a Waterman Paris fountain pen that went for just under £100 (I received it as a birthday present) The nib on that pen was heavenly. What I'd do is buy a cheap fountain pen from WHSmith and then go on eBay and buy the Waterman Paris nib, that way you've got yourself an amazing pen for less than £15!

The problem with Cross, Parker and a number of traditional pen makers is … The problem with Cross, Parker and a number of traditional pen makers is the companies moved their manufacturing abroad to China. As a consequence their working practises, techniques and more importantly quality control has worsened dramatically. You can buy an near identical pen from a Chinese pen maker for a fraction of the price. There are a few companies which still make their own pens (i.e. Pelikan, Sailor, Pilot.) and so uphold the highest standards, traditions and penmanship. If you are after a ball-point or fountain pen buy it second hand from a reputable dealer, the difference is obvious.
