Ever tried spraying your 'sensitive bits' with deodorant? I'd wager it has a similar effect.
Looking at the ingredients list, this just seems to be an strong alcohol gel with peppermint oil and some thickener. If you've a load of ethanol based hand sanitizer it would probably do similar for less (just make sure it isn't one with that anti-drinking stuff that leaves a residue).
Easier to spread this though.
