Depends on budget, if you need an actual PC, you could get a nuc and mount it behind a flat screen. If not I would consider a tablet

What Droyden said with the addition of, depends on what it will be used for.
Chromebook or even a Chromebox might do the job well, and both can be found cheap.

If you’re going refurb get an i3 based machine. Quite a big jump over core 2 duo and no real price differential.

I picked up a PC similar to this on Freecycle for my MIL about 5 years ago. An Optiplex GX620.

This 755 - frankly it's barely worth anything at all now. Of course, as long as it still runs, you can surf the www etc, but you can do that on a modern low power machine and save around 100w of electricity. If the nachine is on 10 hours a day, that's £50 a year in electricity.

To be fair this machine appears to date from 2010 so a bit younger than you said but it's still no spring chicken in computer terms.
It has a floppy drive and a cd rom. Guessing most of the money here is for the monitor. I just upgraded from a Core 2 duo. It was incredibly slow for modern stuff. Note the ram will likely be DDR2, Probably in 1-2GB configurations. It will do the basic office stuff but sadly computing has moved on now. 160gb HD is tiny for hard drive.

Could work for a cheap office PC. Long term not sure I would touch this. It does have windows 10. Multi tasking would be painful.
