I've found some cheap return flights over to the Dominican Republic later this month on Thomson Airways. Departing Gatwick on 14th September and returning 5th October. Flights are direct to Punta Cana.

It's cheap because it's a last minute flight deal and Thomson are trying to fill spaces on their flights departing in the next few weeks.
... so "High Risk - Widespread" same as Cape Verde(cheap flights recently posted by OP)... no suprise Thomson have many empty seats, so selling cheaply
Yes and so does Singapore, Thailand, Barbados, Mexico, Antigua, Fiji.. the list goes on. These countries have always had high risk of Malaria, Dengue fever etc you just have to be careful and wear Mosquito repellent. It's just the fact of travel, always has been and always will. No one is forcing you to go - it's still an excellent deal to an exotic location which you'd usually have to spend a lot more money getting to.
And of course much, much colder
