Well first off it's for a Dremel rotary tool, they're basically a handheld high-rpm motor that you attach a drill bit to, or a cutting disk, or a banana, practically anything really. If you're doing detailed work requiring small motions then you'd want to buy one of these so you don't have to hold a fairly big and heavy 100-200W motor in your hand all the time, or maybe you just want a bit more flexibility when making a deep cut.
