Back of pack says until july i did think it was late myself though

They had a few others in Stafford too, Habanero and Hungarian Hot Wax.

EDIT: Oh yeah, way too late this year. In fact mine have grown really poorly this year, not sure why. I have one thats 5" tall and flowering!

It really is too late to expect any chillis back - you might get one or two if we get a very hot summer, or you grow them under glass/ using artificial lighting etc but the only real reason to sow now would be to over-winter for the next year to get a bumper early crop.
The cayenne I planted in March is now ~ 3ft and starting to fruit so they are very easy to grow from seed as long as you start fairly promptly.

when is the best time of the year to plant them then?

Late Jan-Feb works well, earlier if you have grow lights etc. Inside only of course.
