You just buy it through Eneba as you would any other store.
They'll email you on release day with instructions on how to get your code. You get the code and then at this point you need a VPN such as Urban VPN.
Use whatever VPN you want and change your region to Argentina. Head to redeem.microsoft.com (make sure you're already logged in to save time) and you just paste in the code for the game and click "Redeem", same as you would using a code in your own region. The only difference in this process is using a VPN first so that it thinks you're in Argentina.
