If it is its not going to be very effective, it only asks for your Paypal email address my guess worst case scenario is you might receive a few more spam emails - best case you get $5 USD to spend.

You can tell this is legit right away by just deleting from the right what the url is eg once you get it back to paypal-activate.com going there does a redirect to paypal.com I'm just checking who paypal-activate is registered to online though so will edit this again if it is dodgy,
