I don't know if it's incorrectly placed according to the site rules, but I always appreciate having them posted under the deals section, because essentially money you're saving from a delivery is money saved full stop.

Some people will buy things from sites they wouldn't otherwise because they've made an immediate saving of £4-5, and therefore can justify purchasing the actual items, regardless of whether they are in a sale themselves. For example, if someone hadn't posted about the free postage deal on Threadless recently I would never have seen it and therefore would never have ordered from the site.

Its about time - Often when I've been looking to order something from them I have needed to wait until the order is above the minimum order value for free delivery.... or go somewhere else like Amazon.

No, it is a happy smiley face, no other meaning I know of. Something Awful is a forum where that particular icon and icons of that style appear quite a lot, but it may well not have originated there.
