Nah, cold.

Your i7 is decent. If you only want to game at 60fps at max settings get a 2070 super / 5700xt, ignore all the team red and green hate, get what you want. I prefer nvidia for longer warranties, rtx, cooler, normally less power hungry and cooler.

Oh and make sure you have at least 8gb of dual channel ram, use cpuz or your bios to check.

No, Radeon cars do ray tracing yet, and near all new tech by them is 'copied' but nvidia withing a few months, like the sharpening.

I did a build with 32gb of 3600 g skills ram. 3800x on the Aurous X570 pro motherboard with a 2080 super. Just kept my old case and 850w PSU. All in cost me something like £1300

Whats your budget? Do you need monitor/kb/mouse? Can you build yourself?
Ray tracing is reserved for nvidia cards although radeon cards do a different thing around lighting.
