Looks like a reasonable deal for 11 blades and a handle and according to camelcamelcamel, cheapest they've been on amazon. If you're using them with something like a razorpit then they should last at least a couple of years.

Looks like there only two blades in each head.

Yes there are only 2 blades. The fewer blades cause less irritation than a 3, 4, or 5 blade head and I found the shave isn’t much different.
