In the Korean store, the game is available for free with a Gold membership or Game Pass Ultimate (instead of Adios). Just get the game and do the following:
1. Log in with your Microsoft account (with an active XBOX Live Gold membership or Game Pass Ultimate) and then go to: Get deal
2. Do not change store language! (stay on the South Korean page - but you can have the page translated in Chrome)
3. Claim the game as usual*
4. Have fun

Which device where u using, when it failed? (edited)
Sometimes it's for political, religious or legal reasons (e.g. because some of the game's content is banned in that country). In other cases, for example, there are genres that are not popular or even unpopular in these countries, and games from them do not even come into the store in those countries because there would be hardly any sales anyway (and localization is therefore not worthwhile) (edited)
