No, it doesn't mean that. What it means is that if your transaction tracks correctly, you will get your Quidco payment as normal. However, if it doesn't track for some reason and you have to raise an enquiry you will only get half the quidco payment. e.g. if it was 10% back but didn't track and you were then paid via an enquiry, you would only be paid at 5%.

Check the tracking success percentage to see how likely it is that the transaction will not be tracked.
