Depending how small they are, maybe yes. Though I'd maybe suggest an open litter tray inside a dog cage.
Got one of these. Quite good at keeping litter inside if your cat likes to scatter it when burying their poo, but they definitely don't keep the smell in and the plastic tabs that clip the top to the tray break off quite easily.
Just get them to dump in your neighbours' veg patch.

And wondered why people were talking about Veg patches, poo and toddlers!!
Open tray? You savage! Even toddlers deserve a little privacy.
These are absolutely crap (no pun intended),The door is held on my two tiny bits of plastic hinges and break after a very short time

B&M have these all year, but they have a slot on the top to insert a carbon filter, which does keep the smell inside the box.

Could I put it outside and stick a brick on top to stop it from blowing away ??? Is it more or less waterproof. Cosy cages and Mr snugz catden shelters are way to expensive
