Yes, you just need a case to put it as a portable drive.

Assuming his TV can power it too. As some have max current limits so it’s worth checking. For a TV PVR sometimes best off just using a USB flash drive.
You dont even ned a case just a usb<--->Sata converter and some Gaffa Tape (to keep it attached)..They make fantastic usb sticks V.fast and quite capacious.
