It's not a guarantee, it's an EU directive that states the retailer is responsible for faulty goods for 2 years. That doesn't mean they have to fully refund you. They are only obliged to repair, partially refund or replace. Our own Sale of Goods Act, replaced by Consumer Rights Act 2015 already gave the UK better rights in that the retailer is responsible for 6 years (5 in Scotland) and so replaces the EU directive.
