surely 15kg/4yr olds should be in a high back booster - this still wouldn't position the shoulder strap on them properly would it?

Absolutely. And you wouldn't get the side impact protection that a high backed booster provides.

Talked to a car seat fitter the other day, and the law is going to be changing again soon. They're going to make these illegal and make everyone use the high back boosters instead....

Im not so sure this is true, I remember this rumour circulating when I was buying a seat for my son a few years back, I reckon it was started by retailers trying to make more money, however there is controversy about whether or not they are adequate given that an older child using a booster seat's head would be above the back of the chair seat offering now support?

if the head is above the back of the seat then you need to adjusting the head rest or getting an appropriate car seat if you car does not have rear headrests.

Also if this seat is like other booster seats then it comes with a strap to adjust the seatbelt to the correct position.

As for side impact, you get the same amount as an adult would do.
