I agree with you totally in principle but it's now a misused term that's superseded the original definition.
Still not called a moped, it's a bloody scooter.
The 28mph restriction is a pain especially since most speedometers read on average 2mph over, if you check the actual speed with a gps it is actually more like 26mph. At least years ago Honda visions for example would hit 33mph on speedo real speed 31mph.
That was true up until 1977. After that they lost the pedals but were restricted to 30mph as far as I'm aware. Now it's 28mph I believe but still no pedals.
