Set in the zombie apocalypse, Left 4 Dead 2 (L4D2) is the highly anticipated sequel to the award-winning Left 4 Dead, the #1 co-op game of 2008.

I meant activating L4D2 on an account, lets call it 'Account Delta. On a PC, lets call that 'PC7', that already has L4D2 installed from another users account, now lets call that 'Account Gamma'. Without having to uninstall the already installed game.

Steam client should detect that it's already installed. You should be able to play it without uninstalling or reinstalling using your new Delta account. Log out of the other user's account first to claim it, of course.

I would assume that clicking on the game and adding it to your account would be enough. Nothing is clear though all it says is make sure you install it or price will go back up.

Try this -- systemrequirementslab.com/cyri -- you should get answers immediately. I'm not sure exactly how old the AM3+ CPUs are any more, but the GPU looks capable enough.
EDIT: Using the first, Java based option will probably be the best for you, as it'll compare your specs against the minimum and required specs. Hope this helps.

There is a way to delete local content of the game, but I don't want to recommend that if your free game isn't able to be downloaded again. Others here might know better, but I believe it clears all local content of that game, but keeps your registration/activation with Steam, so it can be downloaded again. I believe that once the game is owned by you, it's yours.
If you only just bought the graphics card, I'd suggest other troubleshooting steps first. It sounds like an installation error to me, and might be easily resolved. Might be worth buying other games to test, even if you head over to the Humble Bundle store for some cheap Steam additions for now, and try those
EDIT: Just thought, on the main Store page on Steam, under the Games tab, there's a Free to Play section. Take your pick, install, and test, and you can always delete them afterwards. It's a free way of testing other games, and should give you a good idea if it's your system, GPU, Steam, or something else (which we can help with).
