Because it was a set made with no real audience in mind. Typical Lego collectors want something with functions and features and an interesting build experience. Non-fans of Lego that might be collectors of other things might be willing to spend hundreds on a Black Panther bust but they'd probably prefer to put that money towards an actual collector's edition bust that looked more accurate. Add the fact that it cost £300 and that's why it flopped.

Same with the Hulkbuster. There were people like me that wanted a collector's edition Hulkbuster for years but when Lego does release it, they have it oversized, overpriced and try and do wildly different things. They wanted it to be a massive display item for collectors but they also included the ability to fit in the buildable Iron Man figure made for kids. Kids are not buying that and adults want more accuracy than the design to be messed up for a play feature for kids

I think that would be my biting point but I'm not even sure at that
