CPU performance in the region of a Ryzen 5 series. Maybe some workloads that favour Intel would benefit but there is nothing about this spec that stands out as Workstation rather than mediocre desktop.

I would argue that for an upmarket office PC this is pretty good, you could definitely buy much worse for £500.
It does need a SSD added to it for ~ £50.
That said, I would not buy this for a home/gaming PC, the video card and ECC RAM make it rather unsuitable.

The picture shows the Quadro version but this one has no graphics at all, nothing on board and no discrete card.

Surely that is a typo, it's not a functional computer without some sort of video card.

Motherboard is socket 2066 HEDT,and the system specs list says the RAM is ECC registered RDRAM. Also it uses Windows 10 PRO. You probably do need to add a graphics card,but a GT1030 would do.

Not the best value by home PC standards but for commercial and business usage,this is not too bad value for money.

The motherboard will have on-board graphics, productivity machines rarely have dedicated video hardware (Workstation-class usually would though (Quadro rather than Geforce typically), which is why this is a slightly strange spec for me)

You're assuming that everyone needs a monitor/display. I can run a GUI desktops/applications on one machine abs display them on another (or several others)

I picked up Optiplex 3060 SFF for £210 off ebay, with i5-8500, 8GB ram, 500GB HDD.
With all upgrades (£100 for 1tb nvme m2 SSD, 16x2 for 32 GB ram) It should be around £410.

I got it as a best offer on an auction. There are many devices on eBay.
If you get it from a seller who has 50 in stock, that's when you will pay more but if you look into certain machines of your choice, you can grab a big discount.
