If I hooked this up to my pc and wanted to watch blu rays through my plasma via the dvi output on my gfx card would I be able to do this and also get sound if I use a dvi to hdmi cable? also would the sound only be stereo or would you be able to get full hd surround sound using this through a pc with a decent graphics card.

Bit confused by your post but you need a decent SOUND card not graphics card if you want to take advantage of the full surround sound.

Make sure your PC is up to it as well. Not just graphics you want to have some good CPU power to output at full HD

you will probably need a decent Core 2 Duo - maybe upwards of 2.0GHz.
any half decent gfx card will be able to decode HD, dont need anything insanely powerfull.
a goo soundcard with all the connections & can support the speaker configuration you will be using.

The cpu im using is a core 2 duo 2.4ghz, im going for an onkyo av amp that decodes all the new hd audio like true hd etc, as for the graphics card i was looking into the ATI HD 4670 1gb PCI-E Graphics Card which the 512mb version of the card was posted here earlier.

As for the audio I know exactly what you mean with the dvi not carrying audio, one of the reviewers of the hd 4670 card mentioned that they received 5.1 audio from the card so im hoping that the card may have a hdmi output.

If there isnt a hdmi I can always use the dvi for the picture and my 7.1 soundcard for non hd audio.

If your VGA card supports HD decoding then you don’t require a powerful CPU and even most recent single core CPUs will be up to it except the Intel Atom.

ATI cards from the HD 2400 onwards natively support audio using a DVI/HDMI adapter but you have to use the ATI adapter as a generic DVI/HDMI adapter is video only. Many of the medium to higher end ATI cards come with the ATI adapter bundled although you can also buy cards with a HDMI port.
