    Is there a universally agreed system (Highway Code?) for torch signalling and directing at the scene of an accident, or is this device likely to cause yet another accident?

    Flashing yellow/orange lights that are not mounted high are generally accepted as direction indicators. The taper would be viewed as an arrow. If it is going to create an accident, then it will be because the oncoming driver has no common sense and should not be behind the wheel. That being the case it would make no difference (edited)
