This deal is expired. Here are some options that might interest you:

I've been looking for one of these low profile to go into a SFF case for an ex office PC that doesn't have additional power for the gfx card.

The Zotac was down to around this price a couple of days ago but has reports of being very noisy. This MSI card was £152 on Amazon, but is now down to £134.99 + delivery on ebuyer so taken the plunge.

Obviously more expensive as the LP version and I'm limited on choice due to the form factor of the case. You can get a better performing card for around this cost if you have a full ATX case and decent power supply. However this should make a half-decent 1080p gamin rig for not a lot of outlay.

Note this is the 3 port version (DVI, DP + HDMI), OC 1695 clock speed. It only needs to draw power from the PCI 16 slot (75W), so will work on most low rated power supplies. I'll be using a 270W that's prorpiatory to the SFF case.

I bought the Refurbished HP Elite 8300 Desktop PC Core i5 3470 3.20Ghz Windows 10. From reading up. This should take a 1650 card, but not sure about this one specifically even though it is low profile

Exactly - I got the Elite 8300 too. Should fit fine. I'm assuming it's got the LP plate in the pack - if not, seen suppliers for generic LP plates.

I think You should not care about fitting only. What about power section on motherboard and psu?
Very tempting. I have a Dell 9020 Sff that I have been looking for a GPU for... This would be great but I can only use the 4x pcie port as the psu blocks the 16x into being for single slot cards only. Not sure if I should take the plunge. Also what's the fan noise like on this card?

I think you'd need access to the PCI16 slot to make the card worthwhile and yes it will block the port next to it as it's double width.

What avout gaming? In normal cases cards get 50-60 °C. In this tiny case cpu and gpu will boil.

It's about 30-35 percent faster at 1080p. It'll do just fine on medium settings for most games at that.

It's a decent improvement on a 1050Ti but in context it is 3 years newer, so it's not that big an improvement. Expect an awful lot more bang for your buck at 75 watts later this year.

I bought the same unit and have put one of these graphics cards in. I paid about the same price from CCL. Haven't tried any games yet as I'm about to do a SSD swap into my new machine.
I just got a 1050 Ti SFF with 4 display outputs for £119. Is this much better?

Edit: I can now see this is much better although I need the 4 displays. Shame.
