As far as I know, you choose whether you lock them using the software provided.

Should work fine unlocked.

They will work fine on the Xbox once the Xbox has reformatted them.

2 ways of looking at it, either:
> Drive was faulty to begin with, so may fail again. any checks they do are just to make sure it will survive the 3 month warranty
or
> Drive has had extra checks during the recertification process to ensure they are suitable to sell again, so may be less likely to fail than a drive that has just had standard factory checks before being packed and put in a shipping container


I've had 3 recertified drives from them over the last year or so (1TB, 2TB and 4TB), each of them looked new and I've had a no issues so far (and they came well packaged)
I tend to use recertified drive like a tape drive for write once and store for archiving. Hopefully, they'll last longer if they don't have too much mileage.

You can plug any USB 3.0 Harddrive into Xbox one and PC.
