Are these legal to use in uk?

Short answer is no but plenty are on the road. Check previous Xiaomi Scooter posts for discussions already had.

Banned in London much to the chagrin of the makers, will probably eventually be allowed cycle lane use
How on earth do you get nine bots on this?
Any recommendations for motors/batteries to build an electric bike? Seems the batteries are the real stinger
Add customs charge to it as well please

Stupid regs. I agree cycle lanes make sense
Currently on holiday in Holland. Amazing cycle network everywhere. Bikes and low power motor bikes share the lanes. So safe nobody wears a helmet.

Super glue
Be careful about importing any electric 1/2/3 wheel vehicle from China right now. Look into the anti-dumping tax on 'e-bikes'. It's designed to pretty much kill cheap eBike imports from China

Nice slimey EU move gimping poorer peoples chance of a cheap commute and adding more pollution to our lungs. Wonder what sort of bribe the EU ebike manufacturers lobby had to slide into the pockets of unelected EU bureaucrats for get that market boxed off? It stinks of corruption, imo... but I digress.

The tax is something like 83%, I have no idea what criteria EU officials have decided to use to define what an ebike is, BUT I do know that when conducting the totally unbiased 'study' that justified this scam scheme, they included scooters/hoverboards/unicycles etc in the definition of 'ebike' to make the market look flooded, it wouldn't surprise me if the definition is still vague/broad to allow them slithering room to sting you. So I repeat, I have no idea if scooters are actually liable for this hefty legalised mugging of electric vehicle buyers but do look into it.

Ebay is your friend, I've seen BBS02 kits and 500Wh batteries for 600 pounds total which isn't cheap but is justifiable when you think of the money you're saving on the commute (e.g I save 6 pounds a day not taking the train, 100 days for an ebike kit to pay off)
Lightinthebox has the Xiaomi M365 European edition for similar money about £310 stock due in Poland 15th or 20th. Which is better option used gearbest lots but was holding out for the m365. Never used Lightinthebox.

I tried to order that from Lightinthebox from Poland allegedly. Waited 5 days after paying nothing. Pinged customer services who said they were out of stock for at least a month, and if i waited they would give me a 5% reward!! Requested refund, still waiting for money back grr. I dont trust these people or their uktrustpilot reviews!
The differences I've noticed between this and the m365 is this has hard tyres instead of air filled, batteries in stem instead of in base, left thumb control to decelerate and press foot on back mudguard to brake vs bicycle style hand brake.

I've seen a new model of Ninebot used by Lime in USA which seems to combine the benefits of both into one so might hold off on that.
For those who missed the previous deal.
