Does this one discharge ni-cd and ni-mh batteries?.. my other similar charger doesn't and it's a shame as this chargers so useful.

Yesterday's runs off a micro USB input, this has a mains lead. Not sure of any other differences.

Proprietary means that it's someone's property. As someone's property they can charge for it. So, non-proprietary is better from a consumer's point of view. A proprietary standard would mean that no other manufacturer could use it (unless they licensed it) like back in the bad old days when every phone manufacturer had their own charger connector (and charging voltages).

So the situation is kind of the exact opposite of what you said as a proprietary cable is less versatile.
I have this charger, bought from 7DayShop, and can recommend it.
It's used to charge my vape (18650) batteries, but also works flawlessly with all types of AA / AAA rechargeable batteries I've thrown at it, including 'dead' NiCd and NiMh.
I've even got it to charge C size (xx-1200) batteries (only two at a time though because of their bigger size).
