they are legal for use off the road

Wont work as stated - just attempt to take a pic of one at mototr shows and you wont be allowed because they dont want you to see it not working properly.

"For off road use" - a better option if you dont want your number plate photographed whilst off road is to remove it - no cost and it works - Being off road would not require a licence plate.

Only if on private land with the owners permission as you could off-road but still be on public land

they dont work as the police change the contrast on the image which then still shows the plate also ANPR camera on a vehicle will warn as soon as a blank image comes back
