Okay, really long shot:

I've got an old Intel q6600 on an Asus P45q motherboard sat in a Silverstone La Scala case. It needs quieter/better cooling than the stock fan that's sat on top of it right now.

Would this do the job? Or if that's too much of an ask right here, is there a part picker site or something I can go to?

Do you mean case fan or heatsink?

If you mean heatsink have a look at the Cooler Master Hyper 212 EVO, quite a popular cooler for decent money with good cooling vs stock.

Yup loud but check that SP. Bet they can still push good amount of air on rads at lower speed.
