Few people have asked me if I could find a powerbank that's capable of charging one of the newer USB-C type Macbooks, and this looks like it fits the bill perfectly.

20000mAh capacity, Bi-directional Quickcharge, and 2 USB and 1 USB -C port.

Ooh, looks like it's PD capable meaning I can charge my Dell XPS 13 with it!

Pretty hefty price!

Better value are …Better value are https://www.amazon.co.uk/EasyAcc-20000mAh-External-Portable-Smartphones/dp/B01422TC14/or https://www.amazon.co.uk/20000mAh-Portable-Charger-Lightning-Micro-USB/dp/B0183K0GZC/

Do either of those do Power Delivery? Do they output 20V? Will they charge a MacBook Pro?

This one will. A more fitting comparison is:
amazon.co.uk/gp/…H2/

Now that costs 53 GBP, has a higher capacity by about 25Wh but lower power output, 30W instead of 40.

This is actually great value assuming it doesn't get VAT applied.

Good point - if you need "Power Delivery"; the blurb says ...RAVPower... "The ONLY Portable Chargers including USB Power Delivery (PD)" which may or may not be true.
Personally, the flood of companys with "UK" in their Amazon name is getting silly. Just how many tech companies actually exist in Gaungdong :-) Always check the seller's location first -> Sunvalley (HK) Limited

It needs to output 3A 20V so 60W for it to charge a XPS 13

It doesn't, I have a 45W PD capable desk charger that charges it fine. The point is so long as it talks PD the XPS 13 would charge off 5V, just slowly.

Charging while off? Maybe.
But while on, if it does work then it's not good.

Oh yeah, but the point is that so long as a charger speaks Power Delivery it's useful and will charge the thing. It doesn't have to output 100W, 5W will do if you're not using the laptop. That's why your "it needs to output 60W" comment bothered me, it's a flat statement when in fact there's more to it. The stock charger isn't even that beefy, it's only 45!
