PMSL what a noob, it's hardly a criminal offence, in this day and age there is no region for a digital product... just because some old farts want to live in the past rather than accept that the internet is world wide and should therefore have world wide pricing.
Amazon could easily stop people from overseas buying keys by checking the IP address. Loads of other US only websites do it. You can order from there without a proxy.
Which begs the question, who would bother reporting it? Amazon are making a sale, fat chance they will.
I've used them plenty of times. Unless my life has become that of Truman, I think you'll be fine. Besides, the UK NEVER gets decent prices for downloads on Amazon.
