Yea it's a single eco system, the steam version REQUIRES uPlay so you may as well just get the uPlay version unless price is a factor.

The deluxe edition includes 8 of the operators from year 1 - it will certainly give you a bit of extra availability at the start. Requires a bit of grinding to unlock each operator so if it's just a few extra £ then yes
