You are basically buying a battery and set of short jump leads and cheap charger. The battery inside will be of questionable quality ( a good make will sit on the shelf for about 2 years without being charged and still recharge again ok). Some of these batteries will not sit unused for more than a couple of months without dying and will need to e recharged on a monthly basis even when unused.
If you really must buy one then take it straight round to the garage department where they should be able to do a free battery load test on it (you should get at least 240 amps out of it for 10 seconds; without the voltage dropping below 9.6v).
It would probably be better to put the money towards resolving any underlying issues (if you often need to jump start your vehicle).....eg. duff battery/alternator fault or constant drain on the battery whilst the vehicle is stood not running.
To keep the battery in the booster in top condition the charger needs charge to between 14.4v and 15v. Also don't let the battery go below 12.6v or it will deteriorate rapidly.
