It will work standalone using the included remote, but if you want the 'smart' abilities then you need the hub.
Correction - yes it needs the hub. No remote included. Might cancel my order...

A lot of people buy hue kits because it works out cheaper and sell the unwanted hub on eBay, you can normally buy them for about £25-£30. It's still quite expensive but the price of the light earlier and a hub is less than the full price of the light alone.

I managed to get a light for £28 and now I need a hub.

You'll need a hub to control it. As stated above you'll get one cheaper on eBay, or as part of a starter kit, they occasionally go on offer for around £80, with the kit you'll get 3 bulbs and a hub (sometimes a motion sensor) so a fair bit cheaper than buying them individually.

From what I have read (based on user feedback) you can mix hubs and bulb generations.
Each hub supports up to fifty devices.
