Great news for Apple TV owners.

We’ve always thought that Apple TV would be a perfect place for Plex, so imagine our excitement when Apple announced that we could finally make that dream a reality. We worked 'round the clock on our official app from the moment of the announcement, and we’re excited to say that it’s out and it looks amazing. Best of all, Plex for Apple TV is totally free for everyone!

That's not what Engadget says....

no in-app purchases or PlexPass subscription necessary. At least for now

So it looks free to me
wait for couple of months update arrives then subscription starts rolling.
The Android one is supposedly free too but actually states that it only streams for 1 minute without a one off fee or a Plex Pass.

LIMITATION: Playing media from your Plex Media Server on the device running this app is limited (one minute for music and video, watermark on photos) until the app is unlocked

UNLOCK FULL FUNCTIONALITY:
You can remove the playback limitations on the app in several ways:
• Use a Plex Pass enabled account to sign into the app -OR-
• Sign up for a monthly Plex Pass subscription in the iOS app -OR-
• Make a small, one-time, in-app purchase of just the iOS app itself

I hate the way Plex is marketing this app as free when really it is a crippled version and you have to pay for the main features you would want.

serviio, allcast, localcast , bubbleupnp... the list goes on
I was lucky enough to get the Android app for free from Amazon a while back now. It is the genuine full version they gave away before Plex started this "free but not free" thing.

It's probably worth pointing out that the info linked above is for the iPad and iPhone versions of Plex.

As stated by both Plex and Engadget, the Apple TV version has no IAPs, regardless of the above theories.

Ah my mistake sorry.
It does actually have IAPs, but it's just for a plexpass subscription. You don't need it it use the app. I'm using it just fine without.
I tried the one for Smart TVs (Also free so the say) on my Sony TV that is supposed to be supported but it's just continually asking for a PIN to enable the Plex Pass Preview. Can't get it working at all which is a shame.

Apologies, I meant forced IAPs.
Just got the Smart TV one working. Looks all there and not restricted so same should be for this one.

None of those have anything like the functionality of Plex. They are just DLNA clients.
Plex has full library and media aggregator functionality at the backend, plugins for streaming channels, resuming of playback from any device you have the client running on connected to your Plex server, and transcoding.
Well, the NowTV box can work as a Plex client, so that's a lot cheaper than an Apple TV!

The downside of Plex is that you need a PC running the server software; I think with an Apple TV, I'd just go for VLC (when it's out) to play straight from a NAS.

You can run Plex on many NAS devices as well..
