First deal from me, but this is a good price (and the cheapest around at the moment) for a dual fan 1070. The website offers a 3 year guarantee as well which is nice.

Be interested to know what more learned builders have to say about this specific branded model. Are there any differences between this specific one and other more aggressive looking 1070's etc?

Decent price but clock speed is at the lower end. Worth also mentioning that decent blower 1070's are available from Tesco Direct and Novatech for the same price. For cool environments and decent size cases the dual fan is probably the best route, for m-itx or warm ambient environments (probably not in the UK...) then the blower option might be the best.

it's a good option for people who aren't bothered about having the best looking cards on the market, a slight manual overclock can make these lesser named cards compete with more expensive options.

Weren't these the cards that had a insanely high return rate on overclockers?

Do you know what is wrong with the palit cards? I have one and I don't want to end up with broken card or something.

All 1070s have the same Nvidia chipset and most of the time even the same PCI card. What they differ is their cooling system and its capacity or efficiency as well as the back plates. MSI Gaming X and ASUS Strix have the best quality and cooling system. Zotac is really good as well but all these cards are more expensive then the rest. I would look up youtube videos and find review articles about this specific card if you really interested to buy it. If it has a decent and quiet cooling then it should do the job!

It was, but these are the exact same cards. PNY don't actually make their own custom PCBs or coolers, they just license them from other companies, because their primary business is Quadros, not gaming cards. Palit, PCPartner (Zotac/Inno3D) and Colorful (a popular brand in Asia) designs seem to be the main three that they rebrand.

I wouldn't say that. Most custom cards don't use a reference PCB. They use a variety of custom PCBs designed by the board partners, all of which use very different layouts and components, of variable quality, performance and cost. There's nothing inherently wrong with a reference PCB, even if it's not as hugely overbuilt as the more expensive custom ones, but there are certainly sub-reference PCBs out there too.

With Pascal it's unlikely to make much of a difference in terms of overclocking, given how much Nvidia locked it down at a driver/chip level, but the return rate of these absolute cheapest cards was said to be very high by the owner of one of the UK's biggest PC component stores, suggesting that perhaps they're built with the very cheapest parts available, which is reflected in them being the cheapest option going.
