Why do HMV remove the games from the boxes and store them behind the counter where they all get scratched and collect dust.

That's another £30 spent. How I love and yet loathe this site. However 30 sheets for what will invariably be an awesome game is hardly something to cry about. 2% quidco as well.

I'm looking forward to this game, and would probably pay £40 if that were the going rate upon release, but I do get the distinct impression it'll be closer to the £25 mark...

I'm afraid I have no idea. Most likely you would need to activate it on a PS3 then when you link it on your account, it will show a PC copy available also. The disc could even be redundant afterwards.

Game and Gamestation have to do the same thing. It's because before they did that thieves would either run out of the shop with an armful of games on a quiet day or break the security boxes. Now the games are under lock and key. What you do though is take the box up to the counter and ask for a sealed copy from the stock room.
