Most phones have a compass built in now and various other sensors. There is an app called metal detector on the Android market and I use it when checking for wires etc. It has been more reliable than the cheapo thing I had like this.

Will this detect golf balls, IEDs or missing people?

You wouldn't pay £39 for a "good" one so you just drill into the wall anyway. BANG ! £4.99 would have saved the cost of a funeral. Of course these things work.

This type of device is much more useful if it can also detect ceiling joists and wall studs.

Woah. Woah. Woah again.
Judging thing by their price tends to be an incredibly good indicator of quality. There are (obviously) some exceptions.
Look at your specialist subject. Cheap groupset on Tesco bikes cost about 50p in bulk. Cheap and nasty.
Same with a lot of things like screwdrivers and tools, clothes etc.

The reason why one wouldn't trust it at this price is owing to how in order for them to sell it at such a price, they must have produced it at a lower price. This means that either the construction or materials and parts are of a lower quality since quality costs more money. This is all relative. Other manufacturers use similar factories so the labour cost isn't the factor that changes the price (apart from QA and QC).
I do strongly agree though that when dealing with live wires you ought to be incredibly cautious. Although no amount of caution will guarantee safety.

maybe not top end but gives you some indication which is better then drilling blind

because its cheap doesn't make it unreliable it be interesting how it compares to the more expensive ones.

Having a device that gives you a false negative that you then take as fact is far more dangerous than not having one..... I'm sure there is no live wire here my plastic box didn't bleep..... As you fly through the air and your heart stops.... If you want a cheap one I would advise getting a bosch PMD7 which can be had for about 30 quid if you shop around. It actually does find metal and live wires.
