They do it simply because overall it nets them more money. Those who aren't so concerned about the cost and won't hunt out the bargains will pay more; those who won't buy for full price but are tempted by the bargains will make them less money but more than if they lost a sale.

If I had to choose, I'd go for the oil-filled radiator, because I feel they're safer. Some say they provide a steadier heat than the "blast" of a convector, but apparently both cost the same amount to run. The convector heaters heat up faster.
