There's a social mode where after doing certain requirements you unlock interactions between all characters. It progresses like a social link, with there being 10 events per character and unlocking all of them unlocks social events with Elizabeth which unlocks her as a character

So in sense, yes, there's a story mode but it's more of a loose one, like one long social link
