It's very easy for it to be illegal, as in they'll put out 1300W peak, but you can cap them in software to 250W, 15mph. Personally I'd rather have the extra power available for those times I'm not on a road.
Get an E-bike kit, loads of good ones out there, not that hard to DIY with a bit of internet research.

No, but you could achieve and maintain 15.5mph with motor assistance a lot easier than I could on my road bike, up a gradient greater than ~3%.
