Is this just a vacuum, that is built for dust extraction purposes?
Not quite sure what you mean but I have similar ones attached to various power tools in my workshop. You wouldn't use it as a regular vacuum, rather it just sits next to your tool and is connected via the tube and it gathers the wood dust produced by it. Healthier lungs.

Ok so could I use it for a sanding machine that I take around to sand down Plaster walls...

Also does it have a filter that needs changing or cleaning?
In theory yes with the right attachments to fit to your sander. In practice, this tube would be too cumbersome. For sanding I use this.

Its expensive but there are many similar versions for cheaper but it gives you an idea. I use a festool and mirka sander and virtually dustless in doors. Wife has always been well impressed with that and she even likes doing the sanding now!
