Seems to be random. Went to a couple sainsburys, bulbs were marked up but only the r63 spots scanned at reduced price everything else was full price. (edited)

A simpler way to tell the old stock from the new ones is to check the energy rating from the box. If it is the A or A+ something it is very much in clearance. If it is the new rating which is likely to be D or E, then it is new stock.
