Should be.

Make a bootable USB (download the software from Microsoft), swap out the HDD for SSD*, boot from USB and that's pretty much that.
I'd add another 4Gb memory dimm at the same time too.

Buy a usb caddy from popular auction site and you'll have the HDD as a backup drive.

*Assumed it's not too much of a faff to open the case up.

Physically changing HDD to an SSD fairly easy - see
. The slightly harder bit is copying across the data/windows key, but it's not overly difficult. You can either clone the entire drive or install a fresh copy of Windows on the new drive using the old key. See this article for some more info.

Looks like it has a spare ram slot, so you could also spend £15 to double the ram up by adding an extra 4gb stick as per
At that point it should be a very slick machine.

Well you can clone the existing drive onto SSD but you'll also end up with some Dell bloatware whereas bootable Win10 usb guarantees a clean install.
YouTube should be your best bet for a tutorial.

I purchased a similar spec laptop to this which did not include an operating system. I installed Windows 10 on the laptop and it activated without entering a key, apparently the key is stored in the BIOS.

I have one of these laptops but with 16GB of RAM in dual channel. It will Fallout:New Vegas OK,and even Fallout 4(it is a choppy though).

The Amazon basics 14" sleeve fits the laptop perfectly.
