This or an RX 5700 XT?

Seem to be a smiliar price.
Main use would be for VR on Occulus Quest.

In theory the 5700 is better, but personally I wouldn't (right now). The similar priced model is likely the reference blower which is not a great design and can be noisy.. also reading the reviews the cards are very hot or miss with the current driver's and game combinations..

I went for the 2060S in the end as I wanted a machine that just worked.. for a slight hit in performance and less money, I did want to like the 5700 but just not quite there for me yet!

Alternatively you could just buy it, see how it performs for you and the experience is likely only going to get better as the drivers improve, although it won't get any quieter if it's a blower card..

Just my view and others will agree and disagree.. for this card I think it's a reasonable price, the ATI card had a lot of potential but will stick with what I have for a couple of years and then get whatever is winning at the time

You can get the Thicc 2 for less than this, or the Red Dragon for around the same price or the Gigabyte OC model for £10 more, so there are actually custom models around this price point, not just reference.
